Start by meeting a few people (anyone) and testing the idea on them - read their reaction. 

Write

Write the idea down in the form of a one page plan. Click here to find examples of a plan and how to estimate a budget.

Draw

If you need to, make some old-fashioned line drawings.  They don't need to be pretty, just concentrate on the content.
